Hunan Tongde vocational college has experienced three leaps and bounds. Its predecessor, Changde computer school, is a secondary vocational school approved by Changde Education Bureau in 1994. In 1998, it was approved by Hunan Provincial Department of education as a National Diploma pilot University and renamed Changde computer University. In May 2004, it was approved by Hunan Provincial People's government and registered by the Ministry of national education as a full-time ordinary higher vocational college and renamed Hunan Tongde vocational college.

The campus covers an area of 1057 mu, with a building area of 292000 square meters, teaching and administrative rooms of 165000 square meters and student dormitories of 96200 square meters. The college has 2 national comprehensive practice and training bases, 1886 multimedia classrooms and voice classrooms, 105 experimental and training rooms, 69 training bases inside and outside the school, 1 practice farm and 1 forest farm. The total value of teaching instruments and equipment is 65.02 million yuan, more than 830000 paper books, and the campus closed-circuit television and broadband network cover the whole school.

There are 496 in-service teachers, 343 full-time teachers and 86 part-time teachers. The college has seven departments of agriculture and forestry engineering, mechanical and electrical engineering, economy and management, public management, art and design, computer, foreign languages, etc. and the College of continuing education, with 20 majors and 6913 students from 15 nationalities in 26 provinces, cities and districts.
