In 2020, the total income of the national basic medical insurance fund (including maternity insurance) will be 2484.6 billion yuan, an increase of 1.7% over the previous year, accounting for about 2.4% of GDP in that year. The total expenditure was 2103.2 billion yuan, an increase of 0.9% over the previous year, accounting for about 2.1% of GDP in that year.

The treatment level of the insured has been gradually improved. In 2020, the number of employees participating in medical insurance will continue to increase, and the level of hospitalization reimbursement will remain stable. 344.55 million people participated in the employee medical insurance, and 85.2% of the hospitalization expenses within the policy scope were paid by the fund. 1016.76 million people participated in the medical insurance for urban and rural residents, and 70.0% of them were paid by the hospitalization expenses fund within the scope of the policy, which increased steadily; 235.67 million people participated in maternity insurance, and the per capita expenditure on maternity treatment was 21973 yuan, an increase of 8.2% over the previous year.

The ability of medical assistance has been continuously enhanced. In 2020, the national medical assistance fund will spend 54.684 billion yuan, subsidize 99.84 million people participating in basic medical insurance, and implement 84.04 million person times of outpatient and inpatient assistance. The average times of inpatient assistance and outpatient assistance are 1056 yuan and 93 yuan respectively. In 2020, the participation rate of the poverty-stricken population in rural areas will be more than 99.9%. Since 2018, all kinds of medical insurance poverty alleviation policies have benefited 530 million people in poverty, helping nearly 10 million families out of poverty precisely.

The settlement of medical treatment in other places is more convenient. In terms of direct settlement of medical treatment in different places, in 2020, the number of designated medical institutions for direct settlement of hospitalization expenses in different places across provinces will be 44413, and 7.71 million people will be effectively registered on the national platform. In the whole year, 5.85 million people were hospitalized in different places, of which 3.023 million people were directly settled in different provinces, 74.280 billion yuan of medical expenses were directly settled in different provinces, and 43.873 billion yuan was paid by the fund. In 12 pilot provinces, such as Beijing Tianjin Hebei, Yangtze River Delta and southwest China, the direct settlement of general outpatient expenses reached 3.02 million person times, the total medical expenses was 746 million yuan, and the medical insurance fund paid 429 million yuan.
