Shao Youlian
Shao Youlian (1841-1901), named Xiaochun (Xiaocun, Youzhi), was originally named Weilong. Yuyao, Zhejiang. A politician and diplomat in the Qing Dynasty, he was once the governor of Taiwan.
In his early years, because of his father's merit, he was rewarded by the supervisor, wailang, and served in the work department. In 1865 (the fourth year of Tongzhi), he was named as censor in 1874 to supplement Zhang Jing, the premier's national affairs Yamen. In 1878 (the fourth year of the reign of Emperor Guangxu), he went to Russia with Chonghou to participate in the negotiation between China and Russia in Ili and assist in the trade affairs. The next year, he served as the imperial envoy to Russia. After returning home, he still worked in the general administration. He went to Taiwan in 1884 to assist in defense. Later, he helped Zeng Guoquan negotiate a peace treaty with France. In 1886, he was appointed as the inspector general of Henan Province, and the next year he was appointed as the governor of Taiwan. He moved to Hunan Province in 1889 and was transferred to Taiwan in 1891. In 1894, after the Sino Japanese War of 1894, Taiwan's defense was set up, and in the same year, he was re transferred to governor of Hunan. The next year, he was appointed Minister of plenipotentiary and went to Japan to negotiate with Zhang Yinyuan, Minister of the Ministry of household affairs. He was rejected and returned. He was soon dismissed because of illness. In 1893, he applied for compiling Guangxu's Yuyao county annals, which was completed in 1899. In Yuyao, it also set up a nursery, a vaccinia Bureau and a profit Bureau.
Life experience
Born on December 18, the 20th year of Daoguang, Shao Youlian donated to the Ministry of industry as a supervisor for his father's work. In 1862 (the first year of Tongzhi), Gayne made up for it with his own member wailang. In 1865 (the fourth year of Tongzhi), Yi Chou conducted two local examinations, Xinyou and Renwu. The next year, when he failed to pass the examination at the Ministry of rites, Zeng Guoquan, governor of Liangjiang, was invited to the ceremony to hear that he was fluent in European. When he went to Chunwei again, he was late because of illness. It's a place to live in Beijing. It's famous for its six books. In 1871 (the tenth year of Tongzhi), wailang, member of Yuheng Department of the Ministry of supplementary work. In August 1874 (the 13th year of Tongzhi), he was named as the censor to supplement the Han Zhangjing, the premier's national affairs Yamen. He was sent to Russia in 1875. In 1878 (the fourth year of the reign of Emperor Guangxu), he served as a first-class counsellor and went to Russia with Chonghou to negotiate the Ili issue and assist in trade affairs. In May 1879 (the fifth year of Guangxu), Zeng Jize acted as the Russian Imperial minister, and played a role in the process of re contracting with Russia to take back Ili. In March 1881 (the seventh year of the reign of Emperor Guangxu), Zeng jizezou, Minister of mission to Russia, sent Shao Youlian back to Beijing to send the articles of association and maps of Russia to be revised. The premier's Yamen was confirmed by the Minister Wang, and he remained on duty in the premier's Yamen. In 1882 (the eighth year of the reign of Emperor Guangxu), Su Songtai Road, Jiangsu Province was granted. In 1883 (the ninth year of the reign of Emperor Guangxu), France invaded Vietnam, and the Sino French war broke out. Shao Youlian was appointed to assist in Taiwan's defense. In 1884, China and France entered into a peace treaty, which was awarded with outstanding contributions. In 1886 (the 12th year of the reign of Emperor Guangxu), he was given a supplementary teaching to Henan's probation envoys. In April 1887 (the 13th year of the reign of Emperor Guangxu), he moved to Taiwan as the first political envoy. In 1889 (the 15th year of the reign of Emperor Guangxu), he asked for leave to go to Taiwan for medical treatment because he felt damp and hot. In June, he was appointed governor of Hunan, and in December, he was also appointed governor of Hunan. To avoid worry. In April 1891 (the 17th year of the reign of Emperor Guangxu), his mother took care of him and gave him a supplementary education to the governor of Taiwan. In October, before the ceremony was over, Shen Yingkui was allowed to take care of her. He took office in Taiwan. In August 1894 (the 20th year of the reign of Emperor Guangxu), the Sino Japanese War of 1894 broke out. Shao Youlian was at odds with Tang Jingsong, the so-called commander-in-chief of the armed forces. Due to illness, the imperial court dispatched the governor of Hunan in September. Shao Youlian is not allowed to leave because of illness. After the outbreak of the Sino Japanese War of 1894-1895, the army and navy of the Qing Dynasty lost one after another. In September, Pyongyang fell. At the end of October, the Japanese army invaded China in two ways, and successively occupied jiuliancheng, Anton, Phoenix, Xiuyan, Haicheng, Jinzhou, Dalian and Lushun, the important towns in eastern and southern Liaoning. The Qing court was forced to bend its knees to seek peace. On December 22, 1894, Shao Youlian and Zhang Yinhuan were both Imperial Envoys to Japan to beg for peace. On January 26, 1895, Zhang Yinhuan and Shao Youlian crossed Shanghai to the East. He arrived in Hiroshima on the 31st. Before the arrival of the Chinese representatives in Hiroshima, Japanese Prime Minister ITO Bowen and foreign affairs doctor Lu aozongguang had a chance to make peace. After the arrival of the Chinese representatives in Japan, the first step was to check the full power appointment certificate of the Chinese representatives, and if there were any flaws, they would refuse to open the meeting on the pretext. On February 1, representatives of the China Japan peace conference held their first meeting in Hiroshima Prefecture hall. Ito and Lu Ao, in accordance with the plot that had been deliberated in advance, insisted that the full power of China's representatives to negotiate peace was insufficient and refused to open the meeting. As a matter of fact, Zhang and Shao not only carried with them their full powers, but also formally declared in writing that the representatives of China were entitled to the full powers of signing and stamping the agreed terms. However, the Japanese representative deliberately sabotaged the negotiations and ignored them. The Qing government's photos of Zhang and Shao's electricity were also detained and refused to hand them over. On the pretext that Hiroshima was a military area and no enemy personnel were allowed to stay, the Chinese delegation was expelled to Nagasaki. On February 7, the Qing government sent a note to Japan, saying that it was willing to modify the credentials according to Japan's intention, and begged Zhun Zhang and Shao to stay in Japan for further negotiations. The Japanese government flatly refused. It means that the Ming and Qing governments must send another "Plenipotentiary with proper credentials" to seek peace in the future. On February 12, he expelled the Chinese delegation from Nagasaki to China, breaking the peace talks. When Shao Youlian returned home, he was appointed governor of Hunan. Due to illness, in December of the 21st year, Russian emperor Nicholas II was crowned as deputy envoy to Li Hongzhang. He returned home the next year and soon returned home for medical treatment due to illness. He died at home in 1901.

During Shao Youlian's tenure as governor of Taiwan, he set up the general Records Bureau of Taiwan Province and built the post provincial general records of Taiwan. Yunlin county government was moved to douliumen, and the former county government was set up as the county magistrate of Fenfang county. The northern Taiwan government was set up to guard against the capture and theft of Nanya. Shao Youlian stopped most of the new deal construction in Liu Mingchuan's period, abolished the construction of the coal bureau, the mining and oil bureau, and fanxuetang, and explicitly set Taipei as the provincial capital. Although Shao Youlian was regarded as a man of great eyesight, Shao Youlian's stop of the new deal construction and measures did give Taiwan's finance a respite. But it also leads to the emptiness of Taiwan's defense.
