China increases the proportion of government procurement of new energy vehicles

According to a report on the website of Russian Sputnik News Agency on December 30, the Ministry of Finance of China issued a notice on December 30, requiring that the proportion of new energy vehicles in the annual total procurement of official vehicles should not be less than 30% in principle. Among them, for official vehicles such as confidential communication vehicles with relatively fixed routes, single usage scenarios, and mainly driving in urban areas, 100% new energy vehicles should be purchased in principle

According to reports, the Chinese Ministry of Finance issued a notice on the 30th to further clarify the requirements for the government procurement ratio of new energy vehicles. According to the notice, the purchaser shall strengthen the management of government procurement demand for official vehicles, fully understand the functions and performance of new energy vehicles, and take the lead in using new energy vehicles based on actual usage needs

The notice points out that the competent budget unit should coordinate and determine the annual government procurement proportion of new energy vehicles for its own department (including its affiliated budget units). If new energy vehicles can meet actual usage needs, the proportion of new energy vehicles in the total annual official vehicle procurement should not be less than 30% in principle. Among them, for official vehicles such as confidential communication vehicles with relatively fixed routes, single usage scenarios, and mainly driving in urban areas, 100% new energy vehicles should be purchased in principle. For those who purchase vehicle rental services, priority should be given to leasing and using new energy vehicles

In addition, the budget unit in charge should guide and supervise its subordinate budget units to implement the government procurement ratio requirements for new energy vehicles, and do a good job in ensuring the use of new energy vehicles

According to the latest data from the China Association of Automobile Manufacturers, the domestic sales of new energy vehicles reached 10.121 million units in the first 11 months of 2024, a year-on-year increase of 40.3%. From the perspective of export performance, in the first 11 months, the export of new energy vehicles was 1.141 million units, a year-on-year increase of 4.5%. Among them, the proportion of new energy vehicle sales in the domestic Chinese market has exceeded 50% for several consecutive months
