Tonglu County Tonglu County, a county under the jurisdiction of Hangzhou City, Zhejiang Province, is located in the low mountains and hills in the west of Zhejiang Province and the middle of Hangzhou city. It is at the intersection of Fenshui River and Fuchun River, surrounded by mountains on all sides, and in the middle is a narrow valley plain with hills scattered. Historical evolution
In Xia and Shang Dynasties, Tonglu belonged to Yangzhou, and in the spring and Autumn period, it belonged to the state of Wu. After Gou Jian, king of Yue, destroyed Wu, it belonged to the state of Yue, and when Yue was destroyed, it belonged to the state of Chu. After Qin Shihuang unified China, it belonged to Fuchun county.
In the fourth year of Wu Huangwu in the Three Kingdoms (225), Tonglu County was established in Tongxi township of Fuchun county.
In the first year of Chen Zhenming (587) of the Southern Dynasty, Tonglu County was changed into Qiantang County, which was merged into Qiantang County in 589 and belonged to Hangzhou. In the second year of Renshou (602), it was transferred to muzhou. Daye three years (607) to muzhou Suian County, Tonglu is.
In 621, seven townships in the northwest of Tonglu were set up as Fenshui county and Yanzhou Prefecture in Tonglu County. After the county was built, it belonged to Yanzhou Prefecture.

At the beginning of Yongzheng period in Qing Dynasty, there were 603 villages and 192 villages in Tonglu. After that, after the war of Xiantong, Tonglu still unified the village with the township, divided the water to manage the map, and unified the village with the map.
At the end of the Qing Dynasty and the beginning of the Republic of China, there were 12 townships and 544 villages in Tonglu, and 10 pipes, 20 maps and 180 villages in Fenshui. In the Ming and Qing Dynasties, both counties belonged to Yanzhou Prefecture.
After the revolution of 1911, Tonglu and Fenshui belonged to Jinhua Road.
In 1936, Tonglu and Fenshui belonged to the fourth administrative supervision zone of Zhejiang Province; in 1936, Tonglu and Fenshui belonged to the first zone; in 32, Tonglu was assigned to the eleventh zone; in 35, Fenshui belonged to the eleventh zone; in April 37, both counties belonged to the fourth zone.
On April 30, 1949, Fenshui county was liberated; on May 6, Tonglu was liberated.
In May 1949, the CPC Tonglu and Fenshui County committees were set up. Baojia was abolished and the three-level system of county, district and township was implemented. Tonglu County has 5 districts and 24 townships, Fenshui county has 4 districts and 17 townships.
After the founding of the people's Republic of China, Tonglu and Fenshui belong to the Jiande special zone (initially known as the fourth special zone). In March 1950, it was changed to Lin'an district.
In the summer of 1950, the township level construction was adjusted and the regionalization was reduced. Tonglu County has 4 districts and 53 townships, Fenshui county has 4 districts and 29 townships.
In 1952, FENGCHUAN district was added to Yanling district and zhaixi District in Tonglu County.
In February 1953, Tonglu and Fenshui counties were transferred to Jinhua special district. In February 1955, it returned to Jiande district.

In February 1959, Tonglu returned to Jinhua District. In May 1960, it was transferred to Hangzhou. In August of the same year, Fuyang was abandoned and entered Tonglu.

In December 1961, Fuyang was restored, and the original jurisdiction of Xindeng county and Xiande township of Fenshui were assigned to Fuyang. After the administrative division adjustment, Tonglu County is basically under the jurisdiction of Tonglu and Fenshui.
In December 1962, Bipu district was merged into the water diversion area. In August 1963, the system of Tongjun, zhaixi and hengcun districts was abolished; in December 1971, the water distribution districts were abolished, and the system of county and community was implemented.
In March 1984, the township and village governments were restored. Tonglu, Fenshui and Fuchunjiang towns and 35 townships were under the jurisdiction of the county.
In May 1992, the work of expanding towns and merging townships was carried out, with jurisdiction over 12 towns and 14 townships.
On April 20, 2004, Zhejiang Province approved the adjustment of the administrative division of Tonglu County. After the adjustment, Tonglu County has jurisdiction over seven towns including Fenshui, Fuchunjiang and hengcun, three townships of Zhongshan, Hecun and Xinhe, and she township of Eshan. There are two sub district offices in Tongjun and Jiuxian.
On November 24, 2010, Hangzhou city approved to abolish the construction system of Tongjun street. The former administrative division of Tongjun street was divided into Chengnan street and Tongjun Street according to Fuchunjiang River.
In 2011, Zhejiang Province approved to abolish the organizational system of FENGCHUAN Town, and its administrative region was directly under the jurisdiction of Tonglu County Government. Within this administrative region, FengChuan sub district office was set up, with jurisdiction over 8 administrative villages, covering an area of 151.93 square kilometers. The sub district office is located at 19 Fengxin road.
In May 2018, Hangzhou city approved the administrative division adjustment of FengChuan and Chengnan streets in Tonglu County, putting the five administrative villages of Chengnan street, namely shangyangzhou village, xiayangzhou village, Tantou village, sangyuan village and Yanqiao village, under the jurisdiction of FengChuan street. After the adjustment, Chengnan Street manages 13 administrative villages and 4 communities, and its jurisdiction area is adjusted from 97.11 square kilometers to 85.35 square kilometers. The original site of the sub district office remains unchanged (No. 18, yunqi West Road). After the adjustment, FENGCHUAN Street manages 13 administrative villages and 1 community, and its jurisdiction area is adjusted from 153.27 square kilometers to 165.03 square kilometers.
