Evolution of organizational system
In March 1979, Bao'an county was changed into Shenzhen City, and Luohu District was formally established in October of the same year, with jurisdiction over Futian and Fucheng communes and Shenzhen town.

In June 1983, Shenzhen divided the special economic zone into four administrative areas, namely Luohu, Shangbu, Nantou and Shatoujiao. Luohu administrative area has two offices, namely Fucheng commune, Renmin Road sub district office and Heping Road sub district office.
